Possible blocks impacted include: 400 Chambers St., 400 Lancaster Ave., 400 N. Charlotte St., 400 N. Mary St., 400 N. Pine St., 400 & 500 W. Lemon St., 400 & 500 W. James St., 500 Spruce St.
