Project Summary
Lancaster by Design (LbD) is a coordinated three-part project to update the City of Lancaster’s land use regulations through:
- Comprehensive rewrite of the Zoning Ordinance (ZO)
- Comprehensive rewrite of the Subdivision and Land Development Ordinance (SALDO)
- Development and adoption of the City's Official Map
These three tools are being updated together to stay consistent with each other and the city’s Comprehensive Plan, Our Future Lancaster.
Lancaster by Design intends to establish clear, predictable regulations to advance the city's Comprehensive Plan while supporting social equity and inclusion, a sustainable and healthy environment, and access to economic opportunities.
The City retained Clarion Associates, a national land-use planning and zoning consulting firm based in Chapel Hill, NC to lead the update. Over the next two years, they will be working with the City to bring this initiative to fruition through an ordinance assessment, writing of draft ordinances, testing the ordinances, and finally holding public hearings for adoption of the new ordinances.
