The biggest difficulty we have with living in the Southeast, (we live on Duke St) is the high number of dirt bikes, quads, and other non-street legal vehicles that run up and down the street. Beyond the extreme noise, we have witnessed many near accidents involving powered bikes and dirt bikes.

Lower speed limits could perhaps help, but I am afraid law enforcement cracking down on these may be the only option.

I agree. I saw someone riding a horse down south duke street before. Enforcement is needed.
    Even law enforcement won't solve this issue. Philly has the same problem but on a larger scale. In the case of Philly, most of the bikes are stolen/illegally owned, so if an officer were to flip on the siren, the illegal vehicle would just bolt, causing even worse chaos. The best I could see them doing is parking a few manned squad cars out there and possibly creating some sort of road block when they hear/see them coming. If the vehicles run, let them go, but with enough constant presence the numbers should diminish. Sorry I couldn't be more constructive with my comment, I'd just hate to see the police attention being used counterproductively.
