Yes, speeding is a problem in the city. Maybe the law will change to allow local police to use radar. Meanwhile, there are other techniques if the city is serious about reducing speeding. One method is to change the signal timings to 20-25 mph, and post signs to that effect. Creating car-free zones downtown will simply move the traffic elsewhere and add to congestion. If you make it too hard to drive into downtown, people won't come, which hurts businesses there. Many people don't live close to bus routes so they have to drive. Downtown businesses are already at a disadvantage to those in the 'burbs; why put another burden on them? Enforcing noise ordinances is another issue. Police should ticket loud car radios and other disturbances of the peace. Enforcing "quality of life" issues is essential to having a vibrant, livable city. We're not there yet.
