Close part of Franklin St to traffic

As the prison is redeveloped into a place with retail, housing, and a community space, it would be helpful to close a portion of Franklin to all car traffic. This would provide a safe way for families to cross to the park, and a mixed use trail could be added to connect the new residential into the bike network (reducing need for future residents to have cars/take up parking).
