This could also connect the city to grocery stores, addressing the lack of access in town. Grocery stores have already created a lot of impermeable parking lot surface; let those serve as a "park and ride" stops to hop on public transit into the city, lightening city congestion and parking issues. But it would only work if service is frequent and fairly fast, making few stops. Maybe one of the lanes of the major N-S and E-W arteries could be a dedicated bus and HOV lane.
