Flooding and drainage problems on Landis Drive

We moved to Lancaster in 1975. We never had a water problem until around 2010. What happened then was Landis Drive was paved between 147 and 105 Landis Drive. I believe the street was pitched away from center on both sides of street. Then the water began accumulating in front yard and east side of street. Water accumulates very time it rains or snow melts. The portion of the front yard is sinking and gets deeper. I know the first 8-10 feet belong to the road but it also flows into our yard. I hope this can be solved. I'm happy to discuss my thoughts about the problem.
