Handicap parking.
From "South Duke Street Mobility"
Go to the project
Who exactly do you report to about illegally parking in a handicap space? Why are people charged to put up the signs? How do people get away with the stuff they do? My nan lives on Duke and people are always taking her space. She 93 and its not fair that she paid for the privilege? Privilege is not part of a handicap persons life. There needs to be some kinda patrolling from the parking authority. Since its a minor problem for police. Even if people would report it 9 times out of ten the offerender would be gone by the time someone gets there. Maybe you can make people start taking care of prperties too.

Emergency parking concerns such as a blocked fire hydrant, blocked driveway or inappropriate use of a handicapped parking space, should be reported to the Lancaster City Bureau of Police at (717) 664-1180.

I've had to call in a hydrant being blocked before. They come out and write a pretty hefty ticket (couple hundred $$)
