Improve the High Injury Network (HIN).

  1. Evaluate the entire HIN to identify locations for rapid implementation projects and feed projects into capital safety improvement plan.
  2. Build capital safety improvements on two HIN segments each year. 
  3. Build capital safety improvements at the 10 identified high crash intersections within 10 years.
  4. Prioritize improvements in and engaging with schools and low-income communities, communities of color, and/or communities with low car ownership
