Need street lines drawn on 317 Laurel street block

I live on this block & own my house. Cars park on both sides of street. I have noticed when cars drive down the street they always get too close to the Rt side where cars are parked. I don't know why, but this always happens. From the corner of Union/Laurel St all the ways down Laurel to Manor St. I know placing white lines showing car lane will be helpful. Also, cars race down this block barely stopping at the stop sign of Laurel St/Fremont Sts. Maybe an upcoming sign that lights up showing upcoming Stop sign would also help. Laurel St has a large volume of cars passing through everyday including police, school buses, delivery trucks and everyday traffic. Thank you.
