Prioritize pedestrians at Duke and Liberty

From "A Stronger Lancaster: Submit Your Ideas"

Go to the project

This intersection is actively hostile to people trying to cross it, despite being a block from the train station. Removing a right-turn lane (bringing it down to one), narrowing lanes, and adding street trees would all go a long way to make this intersection safer *and* more pleasant for the people who live here.

It looks like you're talking about crossing Liberty on the east side of Duke. Liberty has 2 right-turn lanes there, and the street was widened to provide them. Do we know how many people try to cross there vs. on the west side of the intersection? One possible solution without changing the dimensions of the intersection is to install an electric "no turn on red" sign that would light up if someone pushes the button for the walk signal. That would stop right-turn traffic while the pedestrian crosses. But there is still traffic turning left off Duke onto Liberty during the walk light. In general, there are too many "no turn on red" signs in the city, far more than are needed for safety. Replacing many of these with the electric "NTOR" sign would not hamper pedestrian safety and would improve traffic circulation.
