Definitely needed for our community.
    From the very beginning of the COVID-19 pandemic till now, our small businesses have suffered. Despite their efforts to adapt to e-commerce, not all businesses have the luxury of being as effective/efficient online. Restaurants, nail salons, and brick-and-mortar retail - these businesses rely on foot traffic to sustain their shops and earn profits. From the current state of Lancaster's retail stores, attractions, and restaurants - there is a dire need for new hires and people willing to work. The inability of these businesses to keep staff has inhibited recovery, even after a year. Not to mention the administrative side; rent that is due even though the facility is shut down, production contracts that can no longer be fulfilled, and decreased sales. Prioritizing Lancaster's economy is key to keeping down unemployment rates and protecting the livelihood of workers/business owners alike. Small business assistance from the ARP plan would ensure our businesses survive and not have to resort to indefinite closure. This means businesses could afford to pay their employees if suddenly placed on COVID-19 leave. Businesses can continue to open their shops to consumers and maintain day-to-day operations. They can adapt their operational hours and adjust their sales products to fit the demand. ARP would only increase their advantages and create a safety net. It would give managers and workers the flexibility to work through a pandemic that is only getting worse by the day. COVID-19 is reemerging and it's scary to watch some of the public insist that it's no longer with us. Pandemics do not end just because you will it so. Using a decrease in cases as justification to become complacent is dooming us for another lockdown.
