Speeding, electric bikes, and ski masks

The electric bikes aren’t safe because there is no licensing or regulation with them. They speed through these streets with tailored loud motors and some people ride with ski masks. It sounds like a formula for a grab and go or a kid could easily be struck by these things.

Loud motors? I haven't heard those yet. It used to be dirt-bikes and those would hurt my ears.
Technically those "ebikes" aren't legal to use on roads and don't conform to PA laws. They're classed more as e-motorcycles/e-dirtbikes/e-mopeds (generally called e-motos).
The core of the issue is how you enforce that without those riders scattering and racing off dangerously.
