Community and Police Working Group

Since its formation in the summer of 2018, the group has made strides towards improving trust and cooperation between the Lancaster City Bureau of Police and the public it serves.

In addition to hosting a community meetings in August 2018 and boarder community conversation in 2020, the group has addressed issues such as recruitment and hiring, use of force, the civilian complaint form, and body camera policy.

The CPWG has finalized the strategic planning process and incorporates community feedback from townhalls hosted in 2020.

SHARE YOUR THOUGHTS AND COMMENTS

Beginning October 27th share your feedback about the Community and Police Strategic Plan priorities and comment on those of other community members. At the end of the collection phase we will analyze your contributions and share.

In February we will then invite you to review your results and comments that will guide the CPWG as we prioritize our planning process.

Beginning Tuesday, October 27th to Tuesday, February 9th we welcome you to share your likes, comments, and ideas on the Community and Police Working Group Strategic Plan. Terri Durden-Oliva5 years ago I believe, that upon hiring, all Police should have Diversity Training. If they are trained properly...they will come to understand the feelings of others/all people within the Community. They will learn compassion for other groups of people.. each person will learn their boundaries, learn respect of how each person lives their own personal lives within each Culture.. They will have more compassion, they will learn to Taze first, to render their subject unable to move forward in their actions. They will still be Alive! Diversity is a beautiful thing...let's have more discussions about it. Let's Celebrate our Differences. This type of training will make us all understand each others differences/lifestyles/Cultures. Building Unity in our Community. Have Cultural Dinners, to be able to sit down with various Cultural groups at different times...to host these discussions. In order to get to know the various groups together and separately.

Milzy Carrasco5 years ago GOALDevelop a community where conversations about race are sustained and cultivate a culture where difficult conversations build mutual respect among all residents.How we will achieve this goal: Facilitate a minimum of four (4) community conversations annually in partnership with community resources on race relations and creating safe spaces to have conversation at the neighborhood/block level. Develop a process to identify areas of need or concern within all neighborhoods as a starting point in order to develop a plan for change. Support the Chief/Police Department to ensure that the police department is culturally competent. For example, focus on increasing diversity that reflects the community, and hiring local residents 3. Milzy Carrasco5 years ago GOALThe Community and Police Working Group (CPWG) is known for: the relationships they have built between the community and police, their internal and external communications, their ability to respond quickly and effectively in emergencies, and the group’s impact on city-wide policies and processes that positively impact black and brown and other marginalized communities in the city of Lancaster. How we will achieve this goal: COMMUNICATION/TRANSPARENCY Introduce the CPWG and explain its role Develop a communications process between Police, City Administration, and the Working group in response to community inquiries and emergencies Develop a process to document resident complaints, issues, and resolutions Identify and create relationships and partnerships with trusted community members to support the work of the CPWG EMERGENCY RESPONSE/SAFETY The CPWG has trained community police facilitators responding to emerging issues and shares information on what actions can be taken Create a follow up plan and process after emergencies or crisis situations Create a role for a Liaison/Connector on the CPWG. This liaison will be present during emergency situations. Conduct de-escalation, cultural awareness, leadership, conflict management and coalition building trainings so that all CPWG members are able to step into the liaison role. ADVISORY - POLICIES AND PROCESSESCPWG will provide policy and process recommendations to Lancaster City Administrations and Police Department related to Use of Force, Hiring, and other issues not highlighted here that may be of community interest later.

John Siegrist5 years ago Breonna Taylor died after a judge signed a "no-knock warrant" as part of the "war on drugs". Her boyfriend had a legal right to defend himself from unannounced intruders and the intruders had the warrant. A recipe for disaster.Are "no-knock warrants" allowed in Lancaster City? If so, on what conditions?Please discuss the appropriate conditions for a "no-knock warrants." For example, a hostage situation.
