Electric Vehicle (EV) Infrastructure Master Plan

What are Electric Vehicles?

Electric Vehicles (or EVs) are a growing trend in the US, with an estimated 3.3 million electric cars as of 2023 (Edmunds). EVs have many benefits, including low operating costs, low or no air pollutant emissions, and more quiet operating sounds. However, EVs need special infrastructure for charging, which is not widely available in all parts of the City. The absence of infrastructure to support EVs will hinder the adoption of this technology.

What Will the Study Do?

This study will help the City of Lancaster better understand the unique needs of Electric Vehicle (EV) charging within the City for 3 primary user groups: residential, public access, and fleet charging. This plan will assess existing conditions, facilitate stakeholder and public engagement, and create recommendations for each user group. It will also look at opportunities for funding and partnership. Equity will be an important consideration of the recommendations.

This study will help to implement Our Future Lancaster, the City's comprehensive plan, Policy CPP-2.7 on Electric Vehicles and Supporting Infrastructure: Promote the expansion of private and public electric vehicles through the provision of supporting infrastructure.

Jason Scott1 year ago Until the time required to charge EVs matches the refuel time of internal combustion vehicles, or high-voltage charging stations become more affordable for cities, businesses, and employers to install, EV infrastructure serving private citizens would almost certainly be most cost effective at the point of residence.At-home, overnight level 1 charging can frequently charge an EV enough for a daily commute. Any equipment costs are also much lower than higher levels, and individual end-users can frequently provide their own. Amending city code to allow charging cords across sidewalks, perhaps with appropriate ramped cord covers, would allow citizens without garages to charge on city streets. The Seattle DOT Client Assistance Memo 2119 provides an example of this. Boston, which utilizes a similar plan, requires GFCI ground-level outlets for any charging. Incentives or rebates could be implemented to encourage homeowners or landlords to adopt at-home charging.Additionally, coordination with utilities to provide (and public education about) any time-of-use or "off-peak-hour" discounts would benefit those who use overnight charging.The alternative to overnight charging for most typical commuters would probably involve level 2 charging at their employer.Code requirements for new construction to include at least the infrastructure (electrical circuits and mains capacity, conduit runs, etc) to accommodate a certain number of chargers, even if not immediately installed, would spread the costs between builders and buyers, and reduce eventual installation complexity.Continued installation of public access chargers on city property (including but not limited to parking garages), especially near large employers, would continue to benefit those who can utilize it.Reviewing and streamlining any bureaucratic processes for EV relevant activities (approving charging infrastructure, etc).
