
Parks, Recreation, and Open Space Plan
The Comprehensive Parks, Recreation and Open Space Plan (CPROS) will help make the City's parks and public spaces better.
This is a 10-year plan for improvements to parks, recreation, and open space in the City of Lancaster. Our goal is to make it easy, pleasant, and safe for people to access things like parks, playgrounds, and natural areas.
The following ideas guide how this plan will rethink the City’s parks, public areas, and natural resources as one integrated system:
- Incorporate environmental sustainability, green infrastructure, and climate resilience into parks and open spaces.
- Ensure that all residents are within a safe 10-minute walk of a “high quality” park.
- Increase connectivity of parks and open spaces to enhance accessibility and safety for active transportation mobility.
- Prioritize park and open space projects that improve accessibility for people of all ages and abilities and emphasize inclusivity and equity.
- Increase adaptability of parks and open spaces to accommodate current and future needs.
- Establish a plan for long-term sustainability of the City’s public spaces to address resiliency, maintenance, programming, funding, and upgrades.

What is the project?
A plan to see the City’s parks, public spaces, and natural resources as a connected system and expand access to all Lancaster residents and visitors.
The project goals include:
- Be eco-friendly and resilient to climate changes.
- Create a plan to maintain, sustain, program, fund and improve the parks
- Reach a park within a 10 minute walk
- Improve park access for everyone
- Make walking and biking more connected.
What have we learned so far?
Based on 248 survey responses from Engage Lancaster 8 pop-ups locations across the City, 16 interviews, and 2 focus groups, the biggest areas for improvement identified are:
- Administrative and Management: Improve the management, administration, operations, and budget of the system to better support the system goals.
- Capital Projects: Improvements to existing park assets to better serve system. Prioritize projects based on goals.
- Park System Expansion & Acquisition: Address physical gaps in the system. Prioritize projects based on goals.
