Two-Way Restoration Study

About the Study

The Two-Way Restoration Study will evaluate nine of the City's one-way streets for two-way feasibility. Study corridors include the city's primary east-west and north-south road network: Prince, Queen, Duke, Lime, Church, King, Orange, Chestnut and Walnut Streets. Evaluation will be based on community feedback, traffic operations analysis, and business and property impacts.

Why Consider Two-Way Streets?

Local Examples of Two-Way Restoration

Mulberry & Charlotte Streets, Lancaster

Mulberry and Charlotte Streets were converted from one-way back to their original two-way configuration in 2016-2018.

2nd Street, Harrisburg

2nd Street between Forster and Division Streets was restored back to two-way traffic in 2022, after about 70 years of serving as three-lane, one-way corridor. Traffic calming measures including raised crosswalks, a raised intersection, three mini-roundabouts, median islands, and new street lighting were also added to help control speeds and improve bicyclist and pedstrian safety.

Public Survey: Tell Us About A Street

July 21, 2025 - August 15, 2025

During this phase, we're collecting information from the community about one-way streets. The Two-Way Restoration Study will evaluate whether one-way streets in the City of Lancaster should be changed back to two-way operations. This evaluation will be based on community feedback, traffic operations analysis, and business and property impacts. Take the Survey to tell us about one of the streets that is being studied. This will help give context to the data that we have for each street. You can answer these survey questions for as many streets as you would like.

The following streets are being studied for possible restoration to two-way operations:
